In the 1.4 release are 220 new features, improvements, and bug fixes since the 1.3 release, making 1.4 the largest release to date.

WebLogic Server 10.3 Adds HTTP Pub/Sub Server, Optional Services Startup and FastSwap Deployment
WebLogic Server 10.3 technology preview released by BEA systems includes a HTTP Pub/Sub Server for web based clients to send and receive asynchronous messages over HTTP.
