As the tech lead at a growing startup, I think this assessment is totally on the money based on my experience. My company started in Rails (dubious, but common, reasoning at the time), in response to performance and stability issues moved to Scala (upped the talent bar considerably), and in anticipation of further growth and converging with welcome changes in Java itself, we are moving some parts of our stack over to Java. My own opinion is that both Java and C# are going to see a significant renaissance over the next year or two. But it won't be going backwards. They will be reconsidered with maturity hard won over the last 5-10 years.
